Biography:
PhD Jeton Shasivari is a full Professor of constitutional and administrative law.
From July 13, 2026, Shasivari has obtained the position of the Minister of Justice of the Republic of Macedonia.
He completed his doctoral studies in constitutional and administrative law at the Faculty of Law at the University of Southeast Europe, where he obtained the scientific degree of a Doctor of Legal Sciences. He completed his master's degree studies in constitutional and administrative law at the Faculty of Law at the University of Pristina, obtaining the title of Master of Laws. He graduated from the Faculty of Law at the University of "Ss. Cyril and Methodius" in Skopje, in the field of justice, obtaining the title of a graduate lawyer.
Since 2002, he has been employed at the Faculty of Law at the University of Southeast Europe in Tetovo.
In the course of his academic career, he was selected in the following teaching and research positions: Junior Assistant (2002-2006), Assistant (2006-2009), Assistant Professor (2009-2014), Associate Professor (2014-2019), and since November 2019, he is a Full Professor of constitutional and administrative law.
He teaches in Albanian, Macedonian and English.
Professional experience
From 2006 to 2014, Shasivari was a Vice Dean at the Faculty of Law at the University of Southeast Europe.
From 2012 to 2016, he was a member of the University Senate, and from 2014 to 2016, a member of the Central Research Committee.
From 2015 to 2019, he performed the functions of a Vice-President and a member of the Committee for Accreditation and Evaluation of Higher Education.
Since March 2019, he has been a lecturer in constitutional law at the Academy for Judges and Public Prosecutors.
In 2020, he was part of the group of constitutional experts invited by the President of the Republic for expert consultations in connection with the declaration of a state of emergency, due to the COVID-19 pandemic.
In the period 2021-2023, he was a member of the judicial councils and expert jury at the regional competition in impromptu trials before the European Court of Human Rights, in the organization of the Swedish international organization "Civil Rights Defenders", held in Piran, Niš and Podgorica, where graduate students from 13 law faculties from the countries of the former Yugoslavia and from Tirana participated.
From 2021 to 2023, he was an external advisor to the President of the Assembly within the framework of the European dialogue "Jean Monet" for the preparation of the new Rules of Procedure of the Assembly.
From October 2023 to July 2026 he was a member of the Program Council of the Academy for Judges and Public Prosecutors, and since January 2024, he has been a deputy member of the Republic of Macedonia in the Venice Commission.
As a constitutional expert, he participated in several preparatory sessions for the Constitutional Court, as well as in expert training sessions organized in cooperation with the OSCE and the European Union, for the improvement of the organization and functioning of the Court.
International experience
Jeton Shasivari participated in numerous international academic and professional study centers and programs in the United States of America, the United Kingdom, France, Germany, Italy, Slovenia, Austria, Spain, Turkey, Switzerland, Belgium and Lithuania.
In 2008, he was a participant in the prestigious International Visitor Leadership Program (IVLP) at the US State Department, dedicated to the American judicial and political system, during which he visited several federal institutions, including the Supreme Court, the Congress, the Senate and the US Department of Justice.
He is a member of the American Alumni Association in the Republic of Macedonia
Scientific research activity
Shasivari is the author of the university textbooks: "Constitutional Law", "Administrative Law-Substantive and Procedural Law" and "Introduction to Law", as well as a co-author of several scientific and professional publications.
He is also the author of the textbooks for secondary professional education "Administrative Law", "Offences in Proceedings before Criminal Authorities" and "Offences in Court Proceedings", issued by the Ministry of Education and Science.
He has published more than 100 scientific and professional works in domestic and international scientific journals, conference proceedings and other academic publications in the field of constitutional and administrative law.
