Filkov: Electronic bracelets are not only technological devices - they are a reform tool

The Minister of Justice, Igor Filkov, attended the promotion of the upgraded system for electronic surveillance in the training center of the Penitentiary Institution Idrizovo.

This process, which is the result of the serious work and dedication of the Ministry of Justice, the Administration for Enforcement of Sanctions and the support of our partners, represents a step forward in the implementation of European standards for the enforcement of sentences and the promotion of human rights.

"Electronic bracelets are not only technological devices - they are a tool for reform. They are a symbol of a new, modern probation policy.

Through their use, we enable:

• An alternative to prison,
• Reducing overcrowding in correctional institutions,
• Good resocialization
• Increased security for citizens.

This is not just a technical upgrade - it is a clear determination that justice can be carried out with dignity and respect for human rights", stated Minister Filkov.

Additionally, with the new Law on Probation, the proposal of which has already been prepared in the Ministry of Justice, will soon be published on ENER, we are establishing a legal framework that enables wider application of house arrest, parole and restorative justice, all undervigilant but humane supervision.

"Therefore, we encourage the authorities to agree to the probation in a more open manner in future, together to remove the black spot which was put upon the rendered measures – especially the house arrest. We have to restore trust and security in the system.
"We will continue to work on reforms that will bring real change, and we will build a judiciary that is accessible, fair and at the service of citizens," said the Minister of Justice, Igor Filkov.
