Filkov: In 2026, we will focus on filling critical staff positions in the judiciary and prosecution

In the presence of representatives of the Delegation of the European Union, embassies in the country, judges, public prosecutors, lawyers, the ICT Council, international and domestic organizations and the donor community, at the 9th meeting of the Sectoral Working Group for Justice, the Minister of Justice, Igor Filkov, emphasized that staffing is a prerequisite for successful digitalization and functional judiciary. 

The supervision conducted by the Ministry of Justice showed alarming data:

  ▪️ 67% of judicial positions are filled (432 out of 636)

  ▪️ a judicial service with only 36% of filling, which directly affects the efficiency and length of court proceedings.

These findings, as Filkov emphasized, are the basis for taking specific and coordinated measures, which in 2026 will strengthen the human capacities at the most critical points in the system.

"Although we foresee substantial changes in the area of ​​regulations, the most important factor remains to be  the human factor. Professional staff are needed at every level in the judiciary, for efficient functioning and acting in the service of justice. This requires a joint commitment from all", said the Minister of Justice, Igor Filkov, in his address.

In parallel, the Ministry of Justice has prepared over 20 laws in the past period, in a transparent and inclusive process:

  ▪️ 13 laws are already in government procedure

  ▪️ The Law on the Judicial Council is in the Parliament and has passed the first reading.

The implementation of the Development Sector Strategy for the Judiciary 2024–2028 and the Reform Agenda 2024–2027 continues, for which a Council for Monitoring Reforms has been established. The process is supported by the European Union, which is a clear signal of trust and progress towards EU membership.

The Minister of Justice, Igor Filkov, expressed gratitude to all partners for their continued support and cooperation.
