The suggested changes:
• extends the scope of lobbying to the processes of enacting, amending, implementing and evaluating public policies;
• specify the rules for representing the public interest;
• strengthen mechanisms to prevent covert and illegal lobbying, including through digital channels and social networks;
• introducing obligations for the bodies that are lobbied in relation to the response and implementation of contacts;
• improves transparency by publishing information for participants, represented interests, initiatives and official meetings;
• the supervision and control of the State Commission for the Prevention of Corruption is strengthened;
• new and higher misdemeanor sanctions are foreseen for non-respect of legal obligations.
The goal is to create a clearer and more efficient system in which lobbying is a legitimate and transparent instrument for participation in creation of public policy, while at the same time preventing covert and illegal influence on public decisions.
