With 81 votes "for" and none against or abstentions, the Parliament at today's session adopted the Draft Law for the Council of Public Prosecutors in the first reading.
The draft law introduces essential innovations aimed at strengthening the independence, professionalism and transparency in the work of the Council of Public Prosecutors and the Public Prosecutor's Office as a whole.
Key solutions include:
∙ clear and measurable criteria for the selection of a member of the Council
∙ obligation to provide complete and reasoned explanations for decisions
∙ consistent application of the merit system during selection, promotion and dismissal
∙ increase transparency through public meetings and publication of decisions
∙ two-tiered disciplinary procedures and ensured judicial protection
∙ specified procedures and deadlines for dismissal
∙ strengthened role of the Council in the election and dismissal of the Public Prosecutor
The purpose of these solutions is to establish clear rules, to reduce the possibilities for arbitrariness and to increase the trust of citizens in the judicial system.
The law is part of a wider reform process and is in line with European standards, which represents a significant step forward in the process of European integration.
