Filkov before the EU Ambassadors: Reforms in the judiciary are our top priority

The Minister of Justice, Igor Filkov, in today's address before the Ambassadors of the member countries of the European Union and representatives of the international community, confirmed the strong commitment of the Government to reforms in the judiciary.
"Our focus in this period is on the deadline until June 2026. We are working intensively, with clear dynamics and measurable results," Filkov pointed out.

He informed that the Ministry of Justice is actively working on amending the Electoral Code, in accordance with the recommendations of the OSCE/ODIHR, and the formed working group has already held several meetings and adopted a significant part of the proposed solutions.

"The process is active, transparent and aimed at consensus. Consultations with institutions and the civil sector are ongoing and will continue with increased intensity," the minister stressed.
Referring to the reforms in the judiciary, Filkov pointed out that the Law on the Judicial Council is already giving concrete results.
"We have introduced clear criteria, measurable standards and accountability where previously it was lacking. This is proof that reforms do not remain only on paper," said Filkov.
The Minister emphasized that the key laws for the Public Prosecutor's Office, which received a positive opinion from the Venice Commission, face challenges in parliamentary procedures.

"Unfortunately, in the course of the parliamentary procedure, the opposition decided to block the key reform law for the Public Prosecutor's Office . Although most of their amendments were accepted from our side, instead of a constructive contribution, unfortunately they decided to block the European perspective on our country, pointed out Filkov, adding that "responsibility for the European future is shared, and our decision remains unwavering."
At the same time, the Ministry of Justice continues with other systemic solutions:
- In the context of ensuring the financial preconditions for a functional judiciary, a new Draft Law on the Court Budget was prepared. The establishment of an independent and stable system of financing and strengthening of the role of the Judicial Budget Council is foreseen.
- Action plan for the fight against corruption in the judiciary 2026-2029.
- Strengthening of capacities for the fight against organized crime, through the planned recruitment of financial experts and digital forensics.
Of particular importance is the preparation of the new Criminal Code, which is in the process of being harmonized with the latest directives of the European Union, including the areas of fight against corruption, property confiscation, and environmental crime. In addition, coordination should be carried out in accordance with the Draft National Strategy for Prevention and Protection of Gender-Based Violence against Women and Family Violence 2026-2033.

In parallel, a new Law on Criminal Procedure is being prepared, which will be harmonized with European standards and international practice. Both laws will be sent to the European Commission for consideration.
Minister Filkov thanked the international partners for their continued support, stressing that cooperation with the European Union remains key to the successful implementation of the reform agenda.
