Filkov: The Chamber of Experts has become functional, we ensure greater transparency, independence and professionalism in the process of expert testimony

The Minister of Justice, Igor Filkov, and the President of the Chamber of Experts, Viktor Kamnar, announced at today's press conference that the registration of the Chamber of Experts in the Central Register marks the beginning of a new reform in the judicial system.

"One of my first tasks when I took the office of a Minister of Justice, was to make the Chamber of Experts functional. And we did that in a relatively short period of time. On 25.10.2024, by a Decision of the Central Register of the Republic of North Macedonia, the Chamber of Experts of the RNM was registered in the CRNM, which means that only after 8 years can we say that it is functional!

This is a significant step forward because the Chamber has been dormant for too long, depriving the legal system of expertise. This will also solve the problems that, unfortunately, experts have been facing for years, both in terms of protecting their interests, especially with the issuance of licenses and their validity, and in terms of the opportunities for advancing their work. All of this was denied or limited due to the fact that the Chamber did not exist as a guild association of experts,” said Filkov.


Minister Filkov emphasized that he is convinced that this institution will become a synonym for expertise and will contribute to a more efficient and fair functioning of our judicial system.

“A functional Chamber of Experts is a key step towards improving the legal system and creating a strong mechanism for control and support of experts in Macedonia. The Chamber will be responsible for licensing, education and supervision of experts, in order to strengthen professional and ethical standards. With this, I expect to increase trust in the judicial system as well as the perception of fair and objective legal proceedings,” Filkov said.


The President of the Chamber of Experts, Viktor Kamnar, believes that this will qualitatively improve all judicial expert findings in order to increase the quality of all administrative and judicial proceedings.

“Next month, a public call will be published on the website of the Ministry of Justice for all those who want to become experts for the first time, to submit their documents, and what is within the competence of the Chamber, organizing training for all future experts for a duration of 60 hours, to enable obtaining a license,” said Kamnar.


The Ministry of Justice continues to support the Chamber in its efforts for continuous professional development and improvement of procedures.
