The Parliament passed the Law on the Public Prosecutor's Office at today's session, which is a significant step towards strengthening the independence, professionalism and efficiency of the Public Prosecutor's Office.
The new law represents an essential reform that establishes a modern and functional system for managing the Public Prosecutor's Office, in accordance with European standards and the real needs of public prosecutor's offices.
The law introduces a special system for managing human resources, with simplified and more efficient recruitment procedures, reduced dependence on external institutions and the selection of the most professional and high-quality personnel.
Special attention is paid to the career development of public prosecutor's officers. A clear vertical career and realistic possibilities for professional advancement to the highest management positions in the service are established.
The law also significantly strengthens the role of the Council on the Public Prosecutor's Office, which gains wider competences in the areas of personnel policy, disciplinary responsibility and the protection of the rights of employees, which additionally contributes to the construction of a professional, independent and responsible Public Prosecutor's Office.
One of the most significant gains is the promotion of the material position of the employees. The law introduces a new system for calculating salaries, with which increases provided through collective agreements become an integral part of the basic salary. In this way, financial security, fair valuation of work and good motivation of employees are ensured, and in accordance with the collective agreement, a staged increase in wages is foreseen.
At the same time, a more transparent and efficient system of disciplinary responsibility is being established, with precisely defined disciplinary violations, disciplinary commissions and the right to appeal to the Public Prosecutor's Office Council, thus guaranteeing additional protection of the rights of officials.
The law enables and increases flexibility in the management of human resources through clearly arranged mechanisms for assigning and taking over officials in the Public Prosecutor's Offices, which will ensure quick filling of positions and more efficient use of available personnel capacities.
