Today, at a briefing with ambassadors, in the Government, the Minister of Justice, Igor Filkov, presented the results of the implementation of the Reform Agenda in the area of the rule of law, the implemented legal reforms and the next steps in fulfilling the country's European obligations.
In his address, Minister Filkov emphasized that the Ministry of Justice has implemented the most extensive legislative reform cycle in the past period, with strong dynamics, professional approach and full commitment to the European agenda.
"In less than two years, we have prepared about thirty legal solutions, thirteen of which are directly related to the Reform Agenda. This legislative cycle represents the most extensive reform process implemented by the Ministry of Justice in such a short period of time and is clear evidence of the institutional capacity, responsibility and determination with which the reforms are being implemented," emphasized Minister Filkov.
He emphasized that the reforms are being implemented in close coordination with the Government, the European Commission, the expert community and international partners, with a single goal - creating a functional, efficient and European judicial system.
Within the framework of the fourth request for the release of funds from the Reform Agenda, 17 reform steps are being followed in the area of "Rule of Law", with seven of them related to the adoption of 13 legal solutions that are within the competence of the Ministry of Justice.
The Minister informed that all legal solutions have been prepared; four have already been adopted by the Parliament, and the rest are in various stages of the legislative procedure. According to the current dynamics, the implementation of eight reform steps will be reported, while activities to secure broader political support for two more continue, primarily for the Law on the Public Prosecutor's Office and the Electoral Code.
The most significant results achieved were presented to the ambassadors, including the adoption of the new Law on the Judicial Council, fully aligned with the recommendations of the European Union Evaluation Mission and the Venice Commission, as well as the new Laws on the Judicial Service and the Public Prosecutor's Office, which guarantee the rights of employees, improve the employment system and establish fair labor valuation.
Minister Filkov indicated that all positions in the Agency for the Management of Seized Property have been filled, two new members of the Judicial Council have been elected in accordance with the new law, while the procedure for the election of the third member is in its final phase. Additionally, the European Commission platform has recorded a continuous increase in the number of investigations, indictments, convictions, confiscations and cases of management of confiscated assets in cases related to corruption, organized crime and money laundering.
The new Law on Public Prosecution, the Law on Court Budget, the new Law on Criminal Procedure and the new Criminal Code are also in their final stages, which will complete the most extensive reform package in the judiciary in recent years and will establish a modern legal framework, aligned with European standards.
"Reforms are an investment in the future of the state. With them, we are building stronger institutions, a more efficient judiciary, higher trust among citizens and faster European integration. Where political consensus is needed, I expect responsibility and a statesmanlike approach from all political actors, because European reforms are an obligation to the state and to future generations," said the Minister of Justice, Igor Filkov.
