The purpose of the guidelines is to facilitate the application of the Law on Free Legal Aid in relation to the right of beneficiaries of secondary legal aid to be exempted from the costs of expert opinions, as well as to determine and define the rights and obligations of all participants in the procedure.
Access to expert findings and opinions is in a significant number of cases essential for success in legal work and the exercise of the right. The guidelines elaborate on the right to expert opinions as an element of the right to secondary legal aid, the selection of entities that perform expert opinions in a specific case, their rights, obligations and responsibilities, as well as the procedure for payment of remuneration and compensation for the services provided. The guidelines are intended for experts, the Ministry of Justice, lawyers and beneficiaries of secondary legal aid.
