Filkov: All laws that are part of the reform framework have been prepared or are in the final phase of adoption

At today's press conference, the Minister of Justice Igor Filkov, also addressed the Reform Agenda and the laws that have been prepared or are in the final phase of adoption in the past 10 months.

 
The following have been prepared:
 
- Draft Law on the Judicial Council
 
- Draft Law on the Public Prosecutor's Office
 
- Draft Law on the Salaries of Public Prosecutors
 
- Criminal Code
 
- Draft Law on Criminal Procedure
 
- Draft Law on Judicial Service
 
The following are also planned and prepared:
 
∙ Draft Law on the Court Budget
 
∙ Draft Law on the Council of Public Prosecutors
 
∙ Draft Law on the Public Prosecutor's Service
 
∙ Amendments to the Electoral Code, with the support of ODIHR.
 
∙ Laws regulating the salaries of judges, public prosecutors, and the public prosecution service
 
∙ Law on Free Access to Public Information
 
∙ Law on Pardon
 
∙ Law on Expertise
 
∙ Law on Notary
 
∙ Law on Enforcement
 
∙ Law on Probation
 
∙ Law on Enforcement of Sanctions
 
∙ Law on Confiscation of Property in Civil Procedure
 
∙ Law on Protection of Personal Data
 
,,The reform agenda has deadlines by which the law should be adopted by the Parliament. On the other hand, the Annual Government Program covers an earlier phase — when the law should be submitted to ENER or to the Government.
 
On average, the parliamentary procedure lasts two months. For certain laws, there are external factors.
 
The Electoral Code, for example, requires a broad political consensus,” said the Justice Minister, Igor Filkov.
 
The Minister said that quality amendments and legal solutions are being made in the interest of citizens, not as has been the practice so far to be made in the interest of individuals or any interest groups that in the past have made amendments to the detriment of citizens, in ways that we all know.
 
“The laws are here, prepared, submitted, transparently published. We will not allow reforms to fall victim to daily politics or bureaucratic inertia. Therefore, I will repeat: reforms are not a desire, but a responsibility. And the Ministry of Justice bears that responsibility to the end,” emphasized the Justice Minister, Igor Filkov.
