PUBLIC ANNOUNCEMENT for the selection of candidates for judge from the Republic of North Macedonia at the European Court of Human Rights

Based on the Decision on the Establishment of the Commission for the Selection of Candidates of the Republic of North Macedonia for Judge of the European Court of Human Rights No. 50-7242/5 of 22 July 2025 (Official Gazette of the Republic of North Macedonia No. 150/25), and in connection with Article 22 from the Protocol No. 11 to the Convention for the Protection of Human Rights and Fundamental Freedoms, which amends the control mechanism established by the Convention on Human Rights, the Commission for the Selection of Candidates of the Republic of North Macedonia for Judges of the European Court of Human Rights, announces

PUBLIC ANNOUNCEMENT


for the selection of candidates for judges of the Republic of North Macedonia for the European Court of Human Rights

 

 

The Commission for the Selection of Candidates of the Republic of North Macedonia for Judges of the European Court of Human Rights will select three candidates for judges from the Republic of North Macedonia for the European Court of Human Rights.

 

Candidates must meet the following minimum requirements:

 

  • To be citizens of the Republic of North Macedonia;
  • To be of high moral character;
  • To be able to fulfil the requirements necessary for the exercise of high judicial functions or to be legal experts with recognized competence (minimum 12 years of experience in the relevant profession);
  • To be under 65 years of age;
  • To have experience in the field of human rights;
  • To have an active knowledge (level C) of one and a passive knowledge (level A) of the other official language of the Council of Europe (English and French).

 

In order to prove the above conditions, candidates are required to submit the following documents:

 

  • Certificate of citizenship of the Republic of North Macedonia;
  • A duly completed (curriculum vitae), the template of which is published on the websites of the Ministry of Foreign Affairs and Foreign Trade: www.mfa.gov.mk, Ministry of Justice: www.pravda.gov.mk, Supreme Court of the Republic of North Macedonia: https://www.vsrm.mk/wps/portal/vsrm/sud, Constitutional Court of the Republic of North Macedonia: www.ustavensud.mk, Judicial Council of the Republic of North Macedonia: https://www.vsrm.mk/wps/portal/ssrm/sud, Council of Public Prosecutors of the Republic of North Macedonia: www.sjorm.gov.mk and Academy of Judges and Public Prosecutors: www.jpacademy.gov.mk, (candidates are required to fill out the form in Macedonian and in one of the two foreign languages ​​- English or French);
  • A motivation letter in Macedonian and in one of the two foreign languages ​​(English or French);
  • Recommendations from appropriate associations, chambers and other professional academic bodies from the relevant profession to which they professionally belong (depending on whether the candidate has experience as a judge, public prosecutor, lawyer, professor, etc.), which will determine the fulfillment of the condition "high moral reputation";
  • An internationally recognized certificate of knowledge of a foreign language issued by an official European examiner (English or French) at least level C for the language they actively master and a certificate at level A, for the language they passively master.
  • Confirmation that there is no final judgment pronounced against the candidate, confirmation that there is no criminal procedure being conducted against the candidate and confirmation that there is no final judgment prohibiting him/her from performing a profession, activity or duty (not older than 6 months);

 

Deadline for application of interested candidates: 30 days from the date of publication of this Announcement in the Official Gazette of the Republic of North Macedonia.

 

Interested candidates are obliged to submit the necessary documents to the archive of the MINISTRY OF FOREIGN AFFAIRS AND FOREIGN TRADE, at the following address: Bulevar “Filip Vtori Makedonski” no. 7, 1000 Skopje (with the indication “for the announcement for the selection of candidates for a judge of the Republic of North Macedonia in the European Court of Human Rights”), or electronically, to the following email address: konkurs.ECHR@mfa.gov.mk.

 

After the deadline for applications from interested candidates, the Commission for the Selection of Candidates of the Republic of North Macedonia for Judge at the European Court of Human Rights will conduct an initial selection. Late and incomplete applications will not be taken into account. Only candidates who pass the initial selection will be invited for an interview.
