The Convention, adopted by the Committee of Ministers of the Council of Europe in May 2024, represents the first binding international instrument that establishes principles and standards for the safe, ethical and responsible use of artificial intelligence.
With its signature, our country joins international efforts to establish clear rules and standards for the development and use of artificial intelligence, in accordance with the principles of human rights, democracy and the rule of law.
At the ceremony, the Minister of Justice, Igor Filkov, thanked the Secretary General of the Council of Europe, Alain Berse, for his leadership and dedication, as well as the Council of Europe for continuous support.
"What does this mean for the Republic of North Macedonia? First of all, it means that we are introducing clear guarantees that artificial intelligence will be used in a way that respects human dignity, equality and non-discrimination. Citizens will have greater protection of privacy and personal data, as well as access to effective legal remedies if their rights are violated."
In particular, we welcome the flexibility that the Convention allows for states - to adapt their measures in accordance with their legal and institutional systems, while respecting universal standards.
This is of key importance for effective implementation and sustainable results," said Minister Filkov.
In the next period, there will be a pre-ratification analysis and a process of harmonization with the national legislation, which will involve relevant institutions, experts and representatives of the civil sector, with the aim of ensuring quality and comprehensive implementation of the obligations arising from the Convention.
The signing also represents a significant step towards the deepening of international cooperation and the exchange of experiences and good practices in the field of new technologies and digital management.
"Technological development must be at the service of citizens. Innovations must be safe, ethical and responsible. Let's avoid risks, but above all, let's use the gains - for better public services, more efficient justice and strong democracy," said Minister Filkov.
