On the eve of the Day of Justice, the Ministry of Justice, represented by the Minister of Justice, Igor Filkov, and the Administrative Court, represented by the President of the Court, Burim Sejdini, signed a Memorandum establishing a framework for digital connection and promotion of electronic communication between institutions through the software platform
The Memorandum aims to ensure faster, safer and more efficient conduct of administrative disputes, especially in procedures where the Ministry of Justice appears as a defendant. Its implementation enables the full digitalization of the exchange of documents and information, which will significantly contribute to reducing administrative procedures and accelerating court processes.
The EPUS platform will enable electronic delivery of lawsuits, responses, appeals, court decisions and other acts, as well as their integration into an electronic case file.
Additionally, the system enables timely reporting of all procedural actions, thereby increasing transparency and legal certainty for all participants in the proceedings.
The cooperation will be implemented in accordance with applicable legal regulations, including the laws on administrative disputes, general administrative procedure, courts, electronic management and personal data protection. Particular attention will be paid to the security and confidentiality of data, through the application of the highest technical and organizational standards.
The Ministry of Justice will appoint authorized persons to work with the platform, while the Administrative Court will provide technical support, access and training for its use.
This Memorandum does not create financial obligations for the parties, but rather represents an expression of a joint commitment to modernize the judicial system and promote institutional cooperation.
With this initiative, the institutions are making a significant step towards the digitalization of the judiciary and improving of services for citizens and legal entities.
