The Law on the Council of Public Prosecutors passed the first reading of the Commission on Political System and Inter-Community Relations and the Legislative and Legal Commission in the Parliament

The Minister of Justice, Igor Filkov, today explained before the competent commissions the Draft Law on the Council of Public Prosecutors, which is one of the key laws within the framework of the reforms of the judicial system, aimed at strengthening of the rule of law and improving the functioning of the public prosecution office.
"This law is part of a broader reform package that aims to respond to the identified weaknesses and ensure compliance with European standards and recommendations," emphasized Minister Filkov.
He informed that the preparation of the Draft Law began in November 2024 at the Ministry of Justice, through an inclusive process with the participation of experts, prosecutors, university professors, representatives from the civil sector and members of the Council of Public Prosecutors.
The process was conducted transparently, with the active participation and support of international partners, including the European Union, the OSCE, and the United States Embassy.
The draft law is based on a comprehensive analysis and takes into account key strategic documents, including the Justice Sector Development Strategy 2024–2028, the reform agenda, GRECO recommendations, the Rule of Law Roadmap, and reports of the European Commission.
The draft law was submitted for opinion to the Venice Commission, which adopted a positive opinion with recommendations that are fully incorporated into the text.
Key innovations are:
• improving the procedure for electing members of the Council with clear and transparent criteria,
• introducing fully reasoned decisions,
• consistent application of the merit system,
• increased transparency through public sessions and publication of decisions,
• two-tier disciplinary procedures with ensured judicial protection,
• strengthening the role of the Council in the election and dismissal of the Public Prosecutor.
The Minister of Justice, Igor Filkov, emphasized that the adoption of this law will strengthen citizens' trust in the judicial system, reduce the possibility of arbitrariness and it will ensure greater institutional stability and professionalism.
"This is an important step in the process of European integration of the country and the fulfillment of reform obligations in the area of the rule of law," emphasized the Minister of Justice, Igor Filkov.
