This law is of exceptional importance for the advancement of the rule of law and has been prepared in accordance with the Development Sectoral Strategy for the Judiciary (2024-2028), the Action Plan for the Implementation of the Developmental Sectoral Strategy for the Judiciary (2024-2028), as well as the Reform Agenda.
The proposed solutions in relation to the public prosecutor's budget will enable, for the first time, the Public Prosecutor's Office to independently dispose with the budget in the entire amount of at least 0.5% of the budget. So far, despite all the supposedly implemented reforms in the judiciary, complete spatial, technical and other conditions to enable the efficient work of the Public Prosecutor's Office for fighting against organized crime and corruption, have not been provided.

With the proposed law, for the first time, the procedure for the election of the Public Prosecutor of the Republic of North Macedonia is regulated, incorporating the recommendations of the Evaluation Mission for the transparent selection of the best candidates for the Public Prosecutor of the Republic of North Macedonia.
Additionally, precise deadlines are foreseen for all elections, promotion or disciplinary procedures, thereby overcoming some of the inconsistencies that have shown disastrous results in practice.
According to the Reform Agenda, this law together with the Law on the Council of Public Prosecutors should be passed by December 2025 at the latest.
