The Safe City Project is the beginning of efficiency and justice

Representatives of the Ministry of Justice participated in the public forum on amendments to the Law on Road Traffic Safety and the Law on Misdemeanors.

The Safe City Project began in October 2024 with a simple but strong idea: to unite the capacities of the Ministry of Justice and the Ministry of Internal Affairs, to overcome old systemic barriers and to create an efficient and transparent legal process

We formed an interdepartmental working group led by the Ministry of Justice, which was obliged to prepare amendments and supplements to the Law on Road Traffic Safety, the Law on Misdemeanors and amendments to the Criminal Code in order to ensure the implementation of the Safe City project.

In order to improve traffic safety, we started with new amendments to the Law on Misdemeanors. A special procedure is foreseen for road traffic safety violations, which applies to violations determined using electronic detection systems, such as the “safe city” system. We are introducing shortened procedures with short trial deadlines and increased penalties for repeat offenders, including a driving ban after the third violation. Violation orders will be delivered quickly and effectively via SMS and via e-mail. Perpetrators will have the right to judicial protection if they do not accept responsibility. These changes will improve the speed and efficiency of procedures.

As part of our strategic priorities, in cooperation with the Ministry of Internal Affairs, in December 2024, we opened the interoperability process that had been kept on paper for a long time. With direct participation, we started the path of connecting the courts and the Public Prosecutor’s Office with the Ministry of Internal Affairs, something that was necessary but not functional. As a Ministry, we have enabled a connection between the Ministry of Interior, the courts and the Public Prosecutor's Office in order to sign direct memorandums of cooperation and agreements for the exchange of data in electronic form, through the National Interoperability Platform, which will provide access to the databases of the institutions, which will be used in court proceedings. This means that all relevant institutions have access to the most current and accurate information. Quickly and efficiently. Without wasting time. Without opportunities for manipulation. Without opportunities for corruption.

The project is the beginning of efficiency and justice. A system that will not only deal with existing problems but will also prevent creating of new ones.
