Based on the Decision on establishment of the Commission for the election of candidates from the Republic of North Macedonia for judges in the European Court of Human Rights no. 50-2529/5 from March 25, 2025 ("Official Gazette of the Republic of North Macedonia" No. 67/25 and 72/25), and in connection with Article 22 of the Protocol No. 11 to the Convention for the Protection of Human Rights and Fundamental Freedoms, which amends the control mechanism established by the Convention for Human Rights, of the Commission for the Election of Candidates for Judges to the European Court of Human Rights, publishes

 

PUBLIC ADVERTISEMENT

for the election of candidates for judges of the Republic of North Macedonia in the European Court of Human Rights

 

The Commission for the Election of Candidates of the Republic of North Macedonia for Judges in the European Court of Human Rights will select three candidates for judges from the Republic of North Macedonia in the European Court of Human Rights.


Candidates must meet the minimum of the following conditions:

  • To be a citizen of the Republic of North Macedonia;
  • To have a high moral reputation;
  • To fulfill the conditions necessary for holding a high judicial office or to be legal experts with recognized competence (minimum 12 years of experience in the relevant profession);
  • To be younger than 65 years old;
  • To have experience in the field of human rights;
  • To actively speak (level C) one language and have passive knowledge (level A) of another official language of the Council of Europe (English and French);


In order to prove that the above mentioned conditions are met, candidates are obliged to submit the following documents:

  • Certificate of citizenship of the Republic of North Macedonia;
  • A duly completed Curriculum Vitae, the form of which is published on the websites of the Ministry of Foreign Affairs and Foreign Trade: www.mfa.gov.mk, the Ministry of Justice: www.pravda.gov.mk, the Supreme Court of the Republic of North Macedonia: http://www.vsrm.mk/wps/portal/vsrm/sud/, the Constitutional Court of the Republic of North Macedonia: www.ustavensud.mk, the Council of Public Prosecutors of the Republic of North Macedonia: www.sjorm. gov.mk and the  Judicial Council of the Republic of North Macedonia: www.vsrm.mk/wps/portal/ssrm/sud/oglasi/ (candidates are obliged to complete the form in Macedonian language and in one of two foreign languages, English or French);
  • A letter of motivation written in Macedonian language and in one of two foreign languages (English or French);
  • References from appropriate associations, chambers and other professional academic bodies from the appropriate profession to which they belong professionally (depending on whether the applicant has an experience as a judge, public prosecutor, lawyer, professor, etc.), which will determine compliance with the condition of "high moral standing";
  • certificate for knowledge of foreign languages (English and French) minimum level C for the language that is actively mastered and minimum level A for the language that is passively mastered.


Application deadline for interested candidates: 15 days from the date of publication of this advertisement in the Official Gazette of the Republic of North Macedonia.


Interested candidates are obliged to deliver the necessary documents to the archives of the MINISTRY OF FOREIGN AFFAIRS AND FOREIGN TRADE, at the following address: bul. "Filip Vtori Makedonski" no. 7, 1000 Skopje (with the indication "for the advertisement for the election of candidates for judges from the Republic of North Macedonia in the European Court of Human Rights"), or via e-mail: konkurs.ECHR@mfa.gov.mk.


After the deadline for applying for interested candidates, the Committee for the Election of Candidates from the Republic of North Macedonia for Judges at the European Court of Human Rights will perform an initial selection. Untimely and incomplete applications will not be considered. Only candidates who will pass through the initial selection will be called for an interview.
